Caregivers Networking Zone in Washington: call for proposals

We are pleased to announce that the Caregivers Action Network and the Care and Support Initiative of the UK Consortium on AIDS and International Development will be hosting the Caregivers Networking Zone in the Global Village at the International AIDS Conference in Washington DC from 22-27 July. We are calling for applications to present in the programme of the Networking Zone from grassroots caregivers, NGOs, faith-based organizations, networks, researchers, institutions and other organizations and leaders in policy, programming and advocacy on care, support and caregivers from around the world . Closing Date: 18 May 2012.

Development secretary says UK contribution to Global Fund depends on fund making progress on its reforms

International development secretary Andrew Mitchell has given strong backing to the Global Fund to fight AIDS, Tuberculosis, and Malaria but stopped short of announcing an immediate boost in financial aid. Mitchell was giving evidence to MPs on the international development select committee, which was holding a special one off evidence session to investigate the cancellation of the Global Fund’s latest funding round in November after a shortfall in donations. Mitchell began his evidence by saying that the UK would make a “significant uplift for 2013-14 at the turn of the year.” After questioning by MPs, however, he said that he might make his announcement earlier than that, possibly at the next G20 meeting in Mexico in June. Since 2001 the UK has donated £1.29bn (€1.58bn; $2.06bn) to the fund and in 2011 its contribution comprised 16.4% of total donations.

Last month the 56th session of the Commission on the Status of Women (CSW 56) failed to adopt agreed conclusions on the basis of safeguarding "traditional values" at the expense of human rights and fundamental freedoms of women. This lack of consensus among the states on their common policy and measures to protect women’s rights shows that some states openly question the importance and need for gender equality promotion, and prioritise traditional values and practices, which are harmful to women. This is very alarming and causes a great concern about the future of women human rights’ advancement. It raises a question whether the states will fulfil the commitments made through their agreement to the Beijing Platform for Action if the global human rights framework is being undermined by growing conservative forces already present at the level of United Nations. Ethiopia Update: Addressing prevention, care and support at individual household level, Ms Mahadere Tedla, Ethiopia

In Ethiopia before antiretroviral drugs were made easily accessible to people living with HIV and AIDS (PLWHA), home-based care (HBC) offered a feasible option of relieving the overwhelming hospital bed occupancy rate. Volunteer caregivers went to households and mobilized reservoirs of sympathy that exist within the community and also helped decrease costs. But with the current accessibility of antiretroviral therapy (ART) the need for home based nursing care is decreasing; thus, the Ethiopian government at national level is making adjustments on the delivery of comprehensive care and support and has come up with a very effective strategy of using the existing trends of HBC and scaling it up to community mobilization through the use of volunteers selected from the community.

Are Expert Patients an Untapped Resource for ART Provision in Sub-Saharan Africa?

AIDS Research and Treatment Volume 2012 (2012), Article ID 749718, 8 pages. Since the introduction of antiretroviral treatment, HIV/AIDS can be framed as a chronic lifelong condition, requiring lifelong adherence to medication. Reinforcement of self-management through information, acquisition of problem solving skills, motivation, and peer support is expected to allow PLWHA to become involved as expert patients in the care management and to decrease the dependency on scarce skilled medical staff. We developed a conceptual framework to analyse how PLWHA can become expert patients and performed a literature review on involvement of PLWHA as expert patients in ART provision in Sub-Saharan Africa. This paper revealed two published examples: one on trained PLWHA in Kenya and another on self-formed peer groups in Mozambique. Cash Transfers May Help Reduce HIV and HSV-2 Rates for Young Women

Source: [Share-Net] Bi-weekly 10 April 2012. Young women randomly assigned to receive conditional cash transfers (based on school attendance) or unconditional cash transfers were less than half as likely to acquire HIV as women who did not receive the financial assistance. The authors advocate that these findings are proof of concept that financial assistance offers substantial protective effects for sexual and reproductive health.

Guidelines for Improving Entry Into and Retention in Care and Antiretroviral Adherence for Persons With HIV

Evidence-Based Recommendations International Association of Physicians in AIDS Care Panel, 2012. After HIV diagnosis, timely entry into HIV medical care and retention in that care are essential to the provision of effective antiretroviral therapy (ART). ART adherence is among the key determinants of successful HIV treatment outcome and is essential to minimize the emergence of drug resistance. The International Association of Physicians in AIDS Care convened a panel to develop evidence-based recommendations to optimize entry into and retention in care and ART adherence for people with HIV Annals of Internal Medicine, 2012.

Harmonization for Health in Africa in collaboration with the African Union and the United Nations Economic Commission for Africa is organizing a conference of African Ministries of Finance and Ministries of Health on the theme of achieving greater value for money in Health.
